School may be out for summer, but MID is in one of its busiest seasons. Across the District, teams are digging into our annual planning cycle, reviewing spreadsheets, refining forecasts, and assembling the detailed information needed to shape the 2027-2028 budget. This work is far more than a seasonal routine; it supports and strengthens our management of essential services our customers like you rely on every day. By approaching our planning with diligence, we help safeguard the long-term reliability of our water and power delivery systems.
Staff prepares a budget for consideration by the MID Board of Directors. The budget is presented and reviewed in a series of public workshops. Each project is analyzed for need, timing and cost-effectiveness. Key plans and policies like our Electric Resources plan, staffing levels and other various policies are thoroughly reviewed and discussed.
We’ll be kicking off MID’s budget workshop series in July, and I invite you to join us – either in person or online. The agendas and materials will be posted prior to each meeting. Each meeting video will also be posted online, so you can also watch the workshop discussions at your convenience.
General Manager Jimi Netniss
Jimi Netniss was appointed as MID’s General Manager in 2023. With more than 25 years of experience, he leads the District’s operations and strategic initiatives, ensuring the safe and reliable delivery of electric, irrigation, and domestic water services for the communities MID serves. Jimi is responsible for implementing the MID Board of Directors’ vision and policies, guiding organizational planning and inspiring a high-performing workforce of more than 400 employees. He works to address emerging challenges and opportunities, drive operational excellence, and position the District to meet the evolving needs of its customers and communities well into the future.
Jimi serves on the California Municipal Utilities Association Board of Governors, and on the Board of Directors of both the Manufacturers Council of the Central Valley and Opportunity Stanislaus. He enjoys giving back to his community as a member of Modesto Rotary Club.
He is a proud alum of California State University, Stanislaus where he received a bachelor’s degree in computer information systems and a master’s in business administration.
