MID Renewable Portfolio Standard Procurement Plan and Enforcement Program

Pursuant to Section 399.30 (e) of the Public Utilities Code, MID hereby provides notice that it will review and consider modifications to its Renewable Portfolio Standard Procurement Plan and Enforcement Program at its regularly scheduled Board Meeting beginning at 9 a.m. on December 17, 2024.
Prior to the meeting, and in accordance with the Brown Act, the agenda and instructions to join and attend this meeting will be available on the Board Meetings page.
Relicensing of Don Pedro Hydroelectric Project and Original License for the La Grange Hydroelectric Project
The Turlock Irrigation District (TID) and Modesto Irrigation District (MID) own and operate the Don Pedro Hydroelectric Project and TID operates and maintains hydropower facilities at the Districts’ La Grange Diversion Dam, which are located on the Tuolumne River in Tuolumne and Stanislaus counties. The Districts operate and maintain the Don Pedro Hydroelectric Project pursuant to a license issued by the Federal Energy Regulatory Commission (FERC; FERC Project No. 2299-082) under the Federal Power Act; the La Grange Hydroelectric Project (FERC Project No. 14581-002) is not currently licensed by FERC.
The Districts are local government agencies and subject to the requirements of the California Environmental Quality Act (CEQA). TID is the Districts’ representative to act as CEQA Lead Agency; both Districts will determine if they will accept the new FERC licenses when proposed, and if so, would be required to carry out and implement the terms and conditions in the new licenses.
TID announces the availability of a Notice of Intent (NOI) to rely on the FERC Final Environmental Impact Statement (FEIS) with Mandatory Conditions, in combination with a Supplemental Analysis, to satisfy CEQA. MID is now accepting applications for the Long-Term Groundwater Replenishment Program (GRP)
The Long-Term GRP is a voluntary, 20-year program open to all water users in the Modesto Subbasin. In wet years where MID irrigators and the City of Modesto have received full uncapped allocations, MID will make surface water available to applicants.
Applications will be accepted on a first-come, first-serve basis for the first 50% of water available. In the years where the MID Board of Directors determines the availability of GRP water, the remaining available GRP water will be held in reserve for distribution on a parity basis for applications received in the first 30 days after the determination is made.
This program is part of a series of groundwater management actions spurred by the Sustainable Groundwater Management Act. These actions are aimed at reducing reliance on pumping, promoting groundwater storage programs, improving both the availability and quality of water to disadvantaged communities, providing flood control, and protecting our groundwater for generations.
Commencement and implementation of the GRP will follow completion of pending environmental review.

Shave the Energy Peak (STEP) Program Discontinued
With rapid changes in technology, the Shave the Energy Peak (STEP) devices used to cycle off program participants’ air conditioners in times of high power demand are outdated. Unfortunately, it became too difficult and expensive for MID to maintain these devices. As of April 2023, MID deactivated all devices and discontinued the STEP program.
