HUMAN RESOURCES MANAGER

PRIMARY FUNCTION

Under general direction from the Assistant General Manager Human Resources, to administer, direct and develop the District’s human resources functions including workers’ compensation, labor contract administration, recruiting and selecting, employee benefits and related areas.

This is an exempt position and is part of the Management and Confidential Group.

ESSENTIAL DUTIES

In coordination and consultation with the AGM, Human Resources, consults with all department and division management and supervision on all matters relating to human resources; administration of labor contract and Employee Handbook, administer employee benefit programs including health, vision, dental, life, LTD, EAP, workers’ compensation and related programs; coordinate technical and interpersonal training for all District employees with user departments; in coordination with AGM, Human Resources, act as District representative in human resources to all outside agencies; administer recruitment and selection programs and EEO guidelines; working with Human Resource Supervisor to develop and administer human resource budget as well as supervise daily activities of human resource staff.

OTHER RELATED DUTIES

Respond to most difficult issues involving public inquiries and labor issues; prepare report and information for General Manager and Board of Directors; Other duties as assigned.

QUALIFICATION STANDARD

Any combination of education, experience, knowledge and abilities may satisfy the necessary minimum qualifications.  A typical way to obtain the education, experience, knowledge and abilities would be:

Education: High school diploma or equivalent.  Graduation from an accredited college or university with a degree in business, public administration or related field with emphasis in human resources, organizational development or labor relations.

Experience: Ten (10) years of increasingly responsible experience in human resources management with three (3) years of department level supervision/management of human resources.

Knowledge and Abilities: Knowledge of principles and practices of human resources, labor relations and employee development in the public and/or private sector; organization development including motivation theory, organization behavior and culture; techniques of employee development and training; Federal, state and local laws governing employee relations in the public sector in EEO, Meyers-Milias-Brown Act, Workers’ compensation and employee benefits. Ability to work effectively with a diverse level of management and supervision; communicate effectively orally and in writing; maintain effective work relations with internal and external groups; negotiate between parties on a variety of human resource issues; interpret labor contracts, laws, court decisions; assist management in selection, training evaluating employees in the District.

Special Requirement: Must have a valid California Class C driver license.
