ASSISTANT GENERAL MANAGER
WATER OPERATIONS
PRIMARY FUNCTION
Under general direction from the General Manager, to provide administration and management of irrigation and domestic water operations and to coordinate the protection of the District's water rights.
This is an exempt position and is part of the Management and Confidential Group.
ESSENTIAL DUTIES
Consult with General Manager and other Managers on domestic and irrigation water operations related to District mission; provide leadership through innovation and proactive management; work with management to ensure District wide team building toward mission; provide water operation updates with consideration of future issues to General Manager on a timely basis; provide direction and guidance through managers for the construction, maintenance and operation of domestic and irrigation water operations; provide input and direction relative to issues affecting District's water rights; coordinate activities under water operations administration with other management; represent the District to other governmental bodies, regulatory agencies and the general public; represent the District on negotiations with other utilities; ensure District water delivery rules and regulations are consistent with the law and established procedures; provide guidance in operational studies for the transmission system, improvement districts, pumping and treatment plants and private facilities; provide direction for new water project development including planning, feasibility, design and construction; plan, review and approve water operations budget; work with department managers to optimize budgets and reduce costs wherever possible; provide requested input to general manager on issues related to water operations.
OTHER RELATED DUTIES
Respond to most difficult public inquiries relating to domestic or irrigation water services; other duties as assigned.
QUALIFICATION STANDARDS
Any combination of education, experience, knowledge and abilities may satisfy the necessary minimum qualifications. A typical way to obtain the education, experience, knowledge and abilities would be:
Education: High school diploma or equivalent. Bachelor of Science degree in civil or agricultural engineering, or biology or closely related field from an accredited four (4) year college or university.
Experience: Ten (10) years of increasingly responsible experience in water operations including domestic water system operation and maintenance and irrigation water delivery systems. Five (5) years of supervisory experience in one or both of the above functional areas.
Knowledge and Abilities: Knowledge of irrigation district policies and procedures related to water distribution, production, treatment, storage and transmission; laws affecting water distribution and use in California; hydraulic principles of open and closed conduit systems; water rights and laws affecting District facilities. Ability to work closely with and provide policy recommendations to General Manager; plan and direct irrigation and domestic water operations and activities related to water rights issues; analyze and interpret documents as they relate to District issues; maintain effective work relations with various internal and external groups and individuals; lead by example through calculated risk taking resulting in greater efficiency, productivity and service toward the customer; handle sensitive and confidential information appropriately; support and cooperate with other divisions and departments in the District; communicate effectively orally and in writing; select, train, supervise and evaluate direct staff.
Special Requirements: Must have a valid California Class C driver license. Must have a valid registration as a Civil or Agricultural Engineer in the State of California desirable but not required.
