ASSISTANT GENERAL MANAGER
FINANCE & TREASURER

PRIMARY FUNCTION

Under general direction from the General Manager, to administer all aspects of financial and general services operations including Controller, Treasurer, and General Services.

This is an exempt position and is part of the Management and Confidential Group.

ESSENTIAL DUTIES

Consult with General Manager and other AGM’s on Finance, and General Service operations policy related to District mission; work with Management to ensure District wide team building toward mission; provide leadership through innovation and proactive management; provide finance and general services updates and coordinate activities with other divisions; provide direction and guidance through Managers in accounting, auditing, budgeting, treasury, and general services; initiate and plan District bond sales; represent the District on commissions of various joint-action agencies of which the District is a member; participate in various District committees; initiate and participate in legislative and tax law changes impacting the District's financial management; coordinate, plan, review and approve finance, and general services budget; work with department managers to optimize budgets and reduce costs wherever possible; provide requested input to General Manager on issues related to finance, and general service.

OTHER RELATED DUTIES

Respond to most difficult public inquiries relating to finance, and general services; other duties as assigned.

QUALIFICATION STANDARDS:

Any combination of education, experience, knowledge and abilities may satisfy the necessary minimum qualifications. A typical way to obtain the education, experience, knowledge and abilities would be:

Education: High school diploma or equivalent. Bachelor of Science degree in business administration, accounting, finance, or related field from an accredited four (4) year college or university. Advanced degrees in any of the disciplines highly desirable.

Experience: Ten (10) years increasingly responsible experience in business administration, engineering or finance. Five (5) years of experience managing a department in some or all of the above functional areas.

Knowledge and Abilities: Knowledge of management, finance and administration for a publicly owned utility; outside agency regulations that apply to District finance and administration operations. Ability to work closely with and provide policy recommendations to General Manager; maintain effective work relations with various internal and external groups and individuals; lead by example through calculated risk taking resulting in greater efficiency, productivity and service toward the customer; handle sensitive and confidential information appropriately; communicate effectively orally and in writing; manage financial matters as they relate to District issues; support and cooperate with other divisions and departments in the District; select, supervise, train and evaluate direct staff.

Special Requirement: Must have a valid California Class C driver license.
