ACCOUNTING TECHNICIAN
ACCOUNTING TECHNICIAN SENIOR

PRIMARY FUNCTION

Under general supervision from the Controller, performs specialized complex clerical, financial analysis, accounts payable, accounts receivable, data entry and payroll functions as required by the District.

This is a non-exempt position and is part of the Administrative, Technical and Clerical Bargaining Unit.

ESSENTIAL DUTIES

TECHNICIAN - Compiles, tabulates, operates and enters statistical data into data entry equipment; verifies and balances financial and management data to batch totals; processes charge/credit tags, purchase orders, receivers and opens daily mail. TECHNICIAN SR - prepares payment packages including warrants/checks, cost studies and weekly credit card summaries; researches and solves problems to related areas; prepares a variety of financial and management reports; communicates with other departments and vendors on various matters and processes IRS 1099 forms; process bi-weekly payroll, audit hours, account numbers and transportation units; prepares monthly, quarterly and year-end State and Federal Tax, Social Security, Workers Comp and Unemployment reports and returns; prepares and distributes various monthly payroll related reports; acts as official custodian of MID payroll records, performs less complex financial account analysis via computer spreadsheets and prepares journal entries; post cash receipts, balances ledger and processes miscellaneous accounts receivables; prepares a variety of tax related reports, assigns and closes work orders, reviews requisitions and budget balances; performs data entry for multiple petty cash functions, maintains fixed assets and vehicle records and reconciles various checking accounts.

QUALIFICATION STANDARDS

Any combination of education, experience, knowledge and abilities may satisfy the necessary minimum qualifications. A typical way to obtain the education, experience, knowledge and abilities would be:

Education: High School Diploma or equivalent with two (2) years college course work with emphasis in Accounting or Business Administration SR. - Graduation from an accredited two-year community college with major course work in Accounting, Business Administration or closely related field OR four (4) years additional experience above the minimum requirement performing an acceptable level of accounting may substitute for the education requirement.

Experience: Two (2) to Four (4) years experience in related work with a minimum of two (2) years general accounting or financial experience.

Knowledge and Abilities: Knowledge of personal computers and/or data entry and office equipment; knowledge of spreadsheet and word processing software required; knowledge of basic accounting and mathematic principles; communicate both verbally and in writing and interact with employees at all levels of the District and vendors and public; ability to research and solve problems in an efficient timely manner. SR. Understand general and complex payroll procedures and basic accounting and mathematical methods; handle confidential payroll related material and follow guidelines set forth by State, Federal and District statutes; communicate to all levels of the district both in writing and verbally. Knowledge of the theory and practice of double entry bookkeeping; generally accepted accounting principles; journal preparation, account reconciliation and basic data processing procedures; ability to prepare financial analysis spreadsheets.

Special Requirement: Must have a valid California Class C license.
