ACCOUNTANT
SENIOR ACCOUNTANT
PRIMARY FUNCTION
Under general supervision from the Controller, performs advanced journey level multiple accounting disciplines including General Ledger, Budget, Cost Accounting, Rate Making, Internal Audit, FERC Accounting, State Controller and Management Accounting.
Accountant is a non-exempt position and is part of the Professional and Supervisory Bargaining Unit.
Senior Accountant is an exempt position and is part of the Professional and Supervisory Bargaining Unit.
ESSENTIAL DUTIES
Provide accounting support for decision making by responding to requests for information, producing and distributing reports, and participation on various project teams; supervise and/or prepare monthly, quarterly and annual financial statements and reports for management, government agencies, financial institutions and Board of Directors; designs systems and procedures to meet new conditions; maintain the integrity of the general ledger by supervising, reviewing, or initiating reconciliations and journal entries as required. Prepare audit work papers and assist the independent auditors with the annual audit, develop internal control procedures and perform internal audits; assist in the preparation of official statements required for debt issues and maintain debt service records; supervise, plan and direct the preparation and revision of the biannual budget and monitor compliance, prepare cost of service studies and participate in rate analysis and design; administer supervisory support on special programs, serve as Administrator for integrated financial and management information system, provide back-up for lower level positions and serves as management support for Controller when absent. ACCOUNTANT - provides lower level technical support to the Senior Accountant providing assistance in all areas mentioned above.

QUALIFICATION STANDARDS
Any combination of education, experience, knowledge and abilities may satisfy the necessary minimum qualifications. A typical way to obtain the education, experience, knowledge and abilities would be:
Education: SENIOR ACCOUNTANT/ACCOUNTANT -Graduation from an accredited four (4) year college or university with major course work in Accounting, Business or Public Administration or closely related field.
Experience: SENIOR - three (3) years progressive experience in supervising and preparing financial statements; Identifying and analyzing accounting trends or discrepancies from reports or statements; Analyzing accounting problems and initiating changes; presentation of various types of financial information to management level and general ledger related responsibilities. ACCOUNTANT - no experience required.
Knowledge and Abilities: Knowledge of financial and cost accounting theory and financial reporting practices, accounting systems and procedures; Budget preparation and analysis, financial planning and modeling; FERC uniform system of accountants and related requirements; State controller accounting, internal audit procedures, internal control principles; utility accounting and rate-design theory and practice. Working knowledge of data processing systems and their applications. Ability to interpret technical accounting information; analyze various problems including financial and operational; communicate orally and in writing, work independently and cooperatively with others.
Special Requirement: Must have a valid California Class C license.
