Approved by unanimous vote

A resolution authorizing the General Manager to execute an agreement for consulting services between MID and Mel De Roza & Associates for rubber glove training.

Staff reports

Water Report

Walt Ward, Assistant General Manager of Water Operations, reported that the March and April dry weather has resulted in all snow stations showing a decline in the snowpack.  The Northern Sierra is at 94 percent average to date, Central Sierra is at 69 percent and Southern Sierra is at 76 percent.  The California Dept. of Water Resources forecasts 77 percent of normal April–July runoff in the Tuolumne River watershed. 

MID received notification of compliance with Article 58, which includes the Chinook salmon project, in regards to the Federal Energy Regulatory Commission (FERC) relicensing for Don Pedro Dam.  Planning has already begun for the formal FERC relicensing application that is due in April 2011.

Don Pedro Board of Control Report

Director Cecil Hensley reported that resort management has been holding meetings with houseboat owners regarding a proposed 97 percent rate increase.

Don Pedro Recreation Agency hosted a quagga/zebra mussel workshop Tuesday, April 22.  The workshop included discussion on detection of quagga and zebra mussels and vessel inspection and cleaning demonstrations.

Preparations for summer recreation are underway.  Interviews for the summer workforce are in progress and the campgrounds are mostly booked for the major holidays.

MID 1st Quarter Financial Report and Budget Review

Controller Jake Sonke and Assistant General Manager of Finance Lou Hampel reviewed the first quarter financial report and budget.  Key points included:

  • MID experienced a net decrease of $34.2 million in total assets.
  • Cash reserves are down approximately $12 million and customer equity is down $17 million.
  • The investment portfolio included: Managed pool accounts - 2.6 percent, Corporate Medium Term Notes – 24.3 percent, Federal Agency Issues – 73 percent. MID earned a 5 percent return despite declining interest rates.
  • MID is running close to budget for Operations and Maintenance and is tracking better than prior years.  A detailed budget review is planned for June or July.
