Board of Directors
The Modesto Irrigation District Board of Directors
sets policy for the District. Each Board member
is elected four-year terms by registered voters
in geographical divisions within the irrigation
district boundary.

Cecil Hensley, Division
1 (southeast area including Empire, Waterford
and Roberts Ferry), was elected to the Board
of Directors in 1991, 1995, 1999 and 2003. Mr.
Hensley retired from the MID in 1991 as
Irrigation Division Chief and has many years
experience farming.

Mike
Serpa,
Division 2 (Central
Modesto) was elected to the MID Board in
2005. He was
born and raised in Modesto and owns a real
estate appraisal firm. A former City of
Modesto Councilmember, Mike is active in
numerous community organizations.

Tom
Van Groningen,
Division 3 (northeast
area) was elected to the Board in 1997,
2001, and 2005. A Modesto resident since
1974, he served as Yosemite Community College
District Chancellor from
1976-1992. He is active in professional
organizations and the community. Mr. Van Groningen is the 2008 Board Vice President.

Paul
Warda, Division
4 (northwest area) was appointed
to the Board in mid-1994 and then elected
in 1997, 2001, and 2005. An area resident
since 1945, he is a walnut farmer and retired
vice president of printing operations for
Tenet Health Care Systems. He has been
involved in numerous community activities,
including Modesto Rotary, Stanislaus County
Fair Board, Greater Modesto Safety Council,
United Way and Community Hospice. Mr. Warda
is the 2008 Board President.

John
E. Kidd, Division
5 (southwest area), was first appointed
to the MID Board in 1971. He was elected
in 1972 and served until 1991. He was elected
again in 1995, 1999 and 2003. A rancher,
Mr. Kidd’s
community activities have included 4-H
and advising both high school and college
FFA
groups.
