Staff reports

Water Report

Walt Ward, Assistant General Manager of Water Operations, reported that irrigation water deliveries are tracking normally – approximately 130,000 acre-feet delivered to date and MID averages 170,000 acre-feet per year.  Pending water, soil and harvest conditions, staff recommended mid-October as the tentative end to the irrigation season.

Don Pedro Reservoir is at 745 feet and is predicted to be at 715 feet by season’s end.  April to July runoff was reported at approximately 795,000 acre-feet.

Advanced Metering Infrastructure (AMI) Update

Tom Kimball, Assistant General Manager of Transmission & Distribution, updated the Board on switching AMI vendors from Elster Corp. to Silver Spring Networks.  Elster is unable to provide a critical meter chip technology and meet District timelines.  Silver Spring Networks has the necessary technology and can meet the project specifications at a lower price than originally quoted due to a dip in meter pricing attributed to the company’s other power utility contracts.  The AMI project has a completion goal of June 2009.

Electric Resources Policy Workshop

Resource Planning & Development Manager Greg Salyer led the first of four planned workshops on the Electric Resources policies.  This workshop included an overview of the District renewable energy goals, corresponding and proposed state mandates, discussion of the challenges for increasing the District’s renewables and exploration of projects to do so.

Resolutions authorizing the General Manager to execute

  • A storm drainage license agreement between MID and the City of Modesto (Pelandale-McHenry Basin).
  • The Westley/Walnut/Parker 230 kV transmission line painting project development and maintenance agreement between MID and TID.
  • An agreement between MID and Hutchins Paving and Engineering, Inc. for construction of concrete pads over the next three years at Ripon Generation Station.
  • An Interconnection Agreement between MID and Del Monte Inc. as a result of Del Monte’s installation of a 750 kW steam turbine generator.
  • The contract between MID and NSF International Strategic Registrations to perform greenhouse gas verification and services.
  • A budget transfer of $159,000 for Don Pedro capital items.

Approved by majority vote

  • A resolution stating that the Board has received staff’s report, heard public input and Directors’ comments and no additional action is necessary regarding the Modesto Bee’s assertion of Director Serpa delaying the Westley Rosemore 230 kV transmission line.
