The next MID Board meetings will be Sept. 11 and 25, 2007. There may be an additional Board meeting on Sept. 18.

Notes:
  1. MID offices will be closed on Monday, Sept. 3 in observance of Labor Day.
  2. The Sept. 11 Board meeting will include the first in a series of public workshops leading to Board consideration of MID’s 2008 budget and electric rates. Tentative workshop topics include: electric resources policy, energy efficiency/demand reduction programs, 2008 budget, electric rate options.

Public Hearing - Investment Recovery Charges

Following a presentation by Budget and Rates Administrator Jimi Netniss, the MID Board held a public hearing on a proposed schedule of Investment Recovery Charges. The Board adopted the proposed schedule by unanimous vote.

Investment recovery charges summary

Legislation related to the 2001 energy crisis, energy efficiency legislation, mandatory renewable portfolio standards and recent decisions by the California Public Utilities Commission have greatly changed the competitive landscape for municipal utilities. MID must take steps to protect our customer base as a whole from potentially negative impacts if some customers choose another electric utility. Investment recovery charges will protect MID’s broader customer base from stranded energy resource costs and stranded debt service costs.

Water report

Irrigation water deliveries for the year will be approximately 140,000 acre-feet, slightly below normal, according to Walt Ward, Assistant General Manager for Water Operations. Water elevation in Don Pedro Reservoir is currently 765.14 feet, down from 810.97 feet this time last year. This elevation level is close to the historical average and therefore not as grim as the contrast with 2006 may appear. However, given the large degree of uncertainty that hangs over this coming winter, the Board may wish to consider the alternative of ending irrigation season in mid-October or during the third week in October.

  • A charter for the MID Audit Committee.
  • A Whistleblowing and Whistleblower Protection Policy. Such a policy was recommended by MID’s independent auditors and is required by new federal electric reliability standards.
  • Consultant agreements for employee training.
    Approved by majority vote
  • A resolution that formally warned Director Serpa that his actions toward an MID employee on two dates violated MID’s Core Values and Code of Ethics and that, if such behavior continues, the Board will take “all action necessary or appropriate” to correct this behavior.
  • A resolution directing the General Counsel to draft a Code of Conduct for MID Directors for future consideration by the Board.
    Director Serpa stated that he took responsibility for his actions and made a formal apology to the employee.
