Operations, said snow sensor data shows the
central Sierra snow pack at 49 percent of average
(compared to this time last year when it was
144 percent of average). The runoff
projection for the Tuolumne River runoff is

Legislative report
Jack Gualco, (Gualco & Associates of
Sacramento) who has looked out for MID interests
in Sacramento for about 16 years, briefed directors
on the current legislative scene. He noted
there is a much higher-than-usual volume of
bills being introduced. He attributes
this activity, at least in part, to the 34
new legislators.
As the state begins the two-year session,
the priorities (based on number of bills introduced)
appear to be:
- modifications to the greenhouse gas and renewables
portfolio mandates,
- water quality, and
- water supply.
Not too far behind are energy, special district
organization, flood control, and land use.
He added that Governor Arnold Schwarzenegger
is pressing for additional surface water storage.
Revised Residency Policy
By majority vote the Board approved an amended
Residency Policy to the MID Employee Handbook. This
allows MID the needed flexibility to fill Mountain
House positions subject to standby, call back,
or after hours work at a 20-mile radius and up
to a 35-mile radius as determined necessary by
the District to meet operational needs. Human
Resources Manager Irma Perrone said it has been
challenging to fill Mountain House positions
subject to this policy at a 20-mile radius. The
policy language has been revised to broadly apply
to “Where Mountain House Substation is
the primary work location”, rather than
identifying specific classifications associated
with this work location.
