Water report
Assistant General Manager Walter Ward, Water Operations, reported that the
cooler mountain weather has slowed the spring runoff. The central Sierra
snow pack is estimated at 166 percent of normal.
MID’s recorded rainfall
for Modesto is now 12.40 inches, just slightly ahead of the historical season
average of 12.21 inches.

Customer Billing System update
Assistant General Manager Lou Hampel, Finance and General Services, reported
there are still between 500 and 1,000 customers who have not had a bill
generated for one or more months since December. Late this week he expects
the validation
function to be operational. This function helps identify bills with problems
and reduces the need for manual checking of bills.
Resolution of Necessity
By majority vote, the Board approved a Resolution of Necessity for acquisition
of property within the Mountain House Community Services District (MHCSD)
by eminent domain. MID has identified various PG&E facilities, such as
four-and-a-half miles of overhead circuit and 114 utility poles that it needs
to acquire. In 2001 MID became the exclusive provider of electricity in Mountain
House, now serving over 1,800 customers with MID-build infrastructure. This
resolution does not preclude future negotiations with PG&E.
In other action the Board approved
- By a majority vote a natural gas service agreement with PG&E for
the Ripon Generation Station.
- By unanimous vote
- A budget augmentation of $177,800 for the Enslen Bank
Upgrade (unanticipated additional cost due to extreme increases in
the price of metals).
- The purchase of a three-reel cable trailer to facilitate
receiving 78 inch reels from the cable manufacturer and provide other
economies
for
MID. The
cable vendor will reduce the price of cable by five percent to
fully offset the cost of the $34,710 trailer.
- An amendment to an International
Swap Dealers Association Master Agreement with Barclays Bank PLC. This
enables the purchase and
sale of physical
power and natural gas.
- The appointment of Lou Hampel as
MID Treasurer/Assessor/Collector.
