Comprehensive Water Resources Management Plan Programmatic Environmental Impact Report
Notice of Preparation

The Modesto Irrigation District (MID), located in the northern portion of the San Joaquin Valley in Stanislaus County, conducted an evaluation of its water resources, on-farm systems, land use patterns and projections, infrastructure, and finances. As a result of this assessment, MID has developed and intends to implement an integrated and forward-looking Water Infrastructure Capital Improvements Plan (Proposed Program) to address MID's long0term customer and water management goals, and the specific infrastructure and operational needs throughout the MID irrigation conveyance system. The Proposed Program includes approximately 100 individual projects, which are distributed within MID irrigation district boundaries and support MID's goals through approximately 2040. Executing the Proposed Program over the next two decades will allow MID to continue providing a high-level of service to meet customer's evolving water delivery needs and increase operational reliability.

Because the Proposed Program includes a number of individual projects that could have environmental impacts and will be implemented in phases, a Programmatic Environmental Impact Report (PEIR) as referenced in Section 15168 of the California Environmental Quality Act (CEQA) Guidelines is being prepared. The PEIR will provide programmatic evaluation of the Proposed Program and will facilitate future implementation of individual projects including those that are not anticipated to require additional project-level environmental review.

A public scoping meeting on the Proposed Program and CEQA process to receive public input will be held Tuesday, October 2, 2018 at 9 a.m. in the Board Room at the MID Main Office. The MID office is located at 1231 11th Street, Modesto, CA 95354. Scoping comments from interested parties will be accepted for 60 days from the date the Notice of Preparation is filed with the Governor's Office of Planning and Research. Electrical System Improvement Program 2018-2025
Draft Supplemental Program Environmental Impact Report
Notice of Availability

Notice is hereby given that the Modesto Irrigation District (MID) has prepared a Supplemental Program Environmental Impact Report (SPEIR) for its Electrical System Improvement (ESI) Program, in accordance with CEQA Guidelines Section 15163.  The SPEIR covers a region in northeastern Stanislaus County, southeastern San Joaquin County, southwestern Tuolumne County, and the Mountain House community in western San Joaquin County.  The region includes the cities of Modesto, Riverbank, Waterford, Ripon, Escalon and Oakdale.

The SPEIR updates the information and analysis included in prior documents, encompasses ESI activities that may occur within the time period 2018-2025, and adds consideration of environmental concerns not previously included in the CEQA analysis such as greenhouse gas emissions and tribal cultural resources.  Program activities that are covered in the SPEIR include construction of new transmission lines, distribution lines, substations and ancillary facilities; and the expansion, rehabilitation or improvement of existing facilities.  The program does not affect known sites listed under Government Code Section 65962.5.

MID is seeking agency and public comment on the SPEIR.  The SPEIR is available for review or download at the MID web site: SPEIR EIS Program 2018-2025 and at the MID Main Office located at 1231 11th Street, Modesto, CA 95352.  Additional printed copies are available for review at the following locations:

The 60-day public review period will begin on June 29, 2018 and end on August 27, 2018.  Written comments should be submitted to the address below prior to 5 p.m., Monday August 27, 2018.  The District will also hold a public hearing on July 24, 2018 at the regularly-scheduled MID Board Meeting.

Renewable Portfolio Standard
Program of Enforcement

MID has adopted a program for the enforcement of a renewable energy resource procurement plan pursuant to Section 399.30 (e) of the Public Utilities Code.

A 30-day notice and the Board Agenda Report for the meeting where the RPS Program of Enforcement was considered were posted in accordance with the requirements of Section 399.30 (e) of the Public Utilities Code and the California Brown Act respectively.

The MID Board of Directors unanimously approved the RPS Program of Enforcement on December 13, 2011.

RPS Procurement Plan

On November 12, 2013, the MID Board of Directors also considered and unanimously approved the RPS Procurement Plan in accordance with Section 3205(a)(1) of the Enforcement Procedures for the Renewable Portfolio Standard for Local Publicly Owned Utilities.

Public notice through the Board Agenda Report for the meeting where the MID RPS Procurement Plan was adopted was posted on MID's web site in accordance with the California Brown Act.

Future MID Board of Directors' consideration for actions regarding MID's renewable resource activities will be posted to the MID web site.
