ASSISTANT GENERAL MANAGER
HUMAN RESOURCES

PRIMARY FUNCTION

Under general direction from the General Manager, to administer, direct and develop the District's human resources functions, workers compensation, labor contract administration, recruitment/selection, and benefits administration.

This is an exempt position and is part of the Management and Confidential Group.

ESSENTIAL DUTIES

Consults and works with all levels of District management on human resource planning and District wide team building related to District mission; administration of labor contracts and District Employee Handbook; direct and supervise employee benefit programs including health, vision, dental, life, LTD, EAP, survivor and workers compensation; coordinate employee technical and interpersonal training; act as District representative in human resources and employee benefit matters; direct, modify and supervise the District's recruitment selection process and performance evaluation programs; develop, administer and ensure adherence to the District's Equal Opportunity/Affirmative Action program; develop, administer and optimize human resource budget; supervise, train and evaluate human resources staff.

OTHER RELATED DUTIES

Respond to most difficult public and employee inquiries relating to Human Resources; other duties as assigned.

QUALIFICATION STANDARDS

Any combination of education, experience, knowledge and abilities may satisfy the necessary minimum qualifications. A typical way to obtain the education, experience, knowledge and abilities would be:

Education: High school diploma or equivalent. Bachelors Degree in Public, Business Administration, Organizational Development or closely related field with course work in Human Resources Management.

Experience: Ten (10) years of increasingly responsible experience in human resources administration with five (5) years of supervisor experience at a department head level.

Knowledge and Abilities: Knowledge of principles and practices of human resources and labor relations in the public and private sector; interpersonal skills and dynamics organizations including motivation theory, organization behavior and culture; techniques of successful training; Federal, State and local laws pertaining to EEO, labor relations, worker's compensation and employee benefits. Ability to communicate effectively orally and in writing; maintain effective work relations with various internal and external groups and individuals; negotiate between parties on a variety of issues; interpret MOU, labor laws, court decisions; assist management in selection, training and evaluating employees in the District.

Special Requirement: Must have a valid California Class C driver license.
